NEPA Moves is a regional initiative convened by the Scranton Area Community Foundation in partnership with transportation providers, workforce agencies, employers, and community organizations. Rooted in the belief that access drives opportunity, NEPA Moves works to improve mobility across Northeastern Pennsylvania—ensuring that all residents can connect to work, school, healthcare, and community life through a more coordinated and equitable transportation system.

To develop equitable, accessible, and sustainable transportation solutions that connect people in Northeastern Pennsylvania to opportunity—empowering individuals, strengthening the workforce, and supporting a thriving regional economy.

A connected Northeastern Pennsylvania where every resident can reliably access employment, education, and essential services through a comprehensive and inclusive transportation network.

What We’ve Achieved So Far

NEPA Moves is already creating real impact by fostering collaboration and driving regional innovation:

• Hosted Regional Transportation Forums to bring together employers, transit providers, local governments, and workforce professionals to discuss transportation barriers and identify actionable solutions.
• Launched the NEPA Transportation Barriers Survey, capturing firsthand data from residents and employers about unmet transit needs, helping guide investment and planning.
• Collaborated with workforce and education partners to better align transit schedules and access points with training programs, job sites, and campuses.
• Engaged with rideshare providers, MPOs, and public transit agencies to explore microtransit, vanpool, and last-mile solutions that enhance mobility for rural and underserved populations.
